So we know that the brownies can at least write English...can they speak it also? Or was the writing simply an extension of their helpfulness magic? If so, will they be able to talk to Peter now?

Poor Peter! First to wake up covered in dental floss, then to see the menace is a tiny little dino/gumby mix up. It would be very difficult to take them seriously! And shame on Grandfather for not warning Peter to NEVER leave payment out for them or any Fae. It's a direct insult.

Small, blue, dinosaur-headed immigrants.

No, better explanation: their vocal cords are just not designed to reproduce human sounds.
